Tuesday, October 15, 2002 -- Palestinian Authority Chairman Yasser Arafat convened his ministers in Ramallah yesterday to discuss efforts to establish a new cabinet and implement major reforms in the PA. The meeting, also attended by members of the PLO executive committee, is the latest in a series of consultations initiated by Arafat, who is trying to form a new cabinet that will win the approval of both his supporters and the West.
