This is MORNING EDITION from NPR News. I'm Bob Edwards. Indiana
Republican Richard Lugar is preparing to become the chairman of the
Senate Foreign Relations Committee now that Republicans are back in
power. It's a post he held in the mid-1980s but lost to a more senior
Republican. He's wanted it back ever since, but he takes over now
with the committee at a low point in its history, and with a White
