There is no reliable test yet to ensure Maine mills aren't releasing dioxin.

Maine pulp and paper mills are facing a Dec. 31 deadline to demonstrate that they are no longer releasing any dioxin into the state's rivers.

But actual proof that the mills are in compliance with the toughest dioxin discharge law in the country won't come for many months, perhaps even a year or more.

The state Department of Environmental Protection won't begin testing for compliance until the summer of 2003, and even then there might not be a good test available. After ...
