North Korea said Monday that the "nuclear issue" could be settled
if Washington signs a nonaggression treaty with it. At the same time,
the communist country heightened tension by removing U.N. seals at
a laboratory used to reprocess weapons-grade plutonium.
North Korea's appeal, and its tampering with U.N. seals and surveillance
equipment at frozen nuclear facilities, suggests it wants to pressure
the United States into talks. Still, the fact that it is poised to
develop nuclear weapons within months puts the Korean Peninsula at
the brink of crisis.
