OLYMPIA -- Not too many people remember that the citizens of Washington
once overwhelmingly voted for an income tax. The year was 1932, and
the state's farmers were plumb fed up with a system that raised most
of state government's money through property taxes.
So they banded together with other disgruntled landowners and
pushed through an initiative imposing a graduated income tax, much
like the federal income tax, that would have taxed the wealthy more
than the poor. It passed with 70 percent of the vote.
But if there's anything in Washington as sure as death or taxes,
it's that somebody will always go to court to challenge a tax initiative.
