Dateline: ISTANBUL, Turkey At the Besiktas outdoor market, it's clear why Turkey's government has been dragging its feet for weeks and only finally agreed to the broad outlines of a proposal that would allow in U.S. troops to open a northern front against Iraq.

Hayrettin Tekin, who owns a rice and eggs stall at the market, says he voted for the Islamic-rooted party that swept into power late last year, but won't do it again if U.S. soldiers use Turkey as a base for an Iraq war.
