Brazil's federal government and the state of Rio de Janeiro failed
to reach an agreement on how to end a wave of drug gang-related violence
that has shaken Rio in the past two weeks.
Justice Minister Marcio Thomaz Bastos and Defense Minister Jose Viegas
Filho tried to convince Rio state Gov. Rosinha Garotinho during talks
Saturday to accept that a federal-state mission to combat violent
crime would be led by the federal government.
Garotinho rejected any kind of federal intervention in the state's
