Secretary of State Colin Powell visited Europe last week. His first stop was Turkey, where he tried to mend relations tattered by Ankara's refusal to allow American troops to launch an attack on northern Iraq from eastern Turkey. Powell later stopped in Brussels for a NATO meeting. Those discussions centered on which nations would administer postwar Iraq and how.
