Dateline: BRUSSELS, Belgium Prime Minister Guy Verhofstadt on Saturday promised the U.S. administration he will refer a war crimes complaint against U.S. Gen. Tommy Franks brought on behalf of 19 civilians wounded or bereaved in the Iraq war to Washington.

"The law allows the possibility to send the complaint on to the United States and that is, in practical terms, what I will do," Verhofstadt told VTM television network.

The complaint, filed last week under Belgium's beleaguered universal jurisdiction law, has worsened U.S.-Belgian relations, which were already tense because of Belgium's opposition to the war in Iraq.
