Central African Republic's new self-proclaimed president has restored
the rank and pay of a former longtime military ruler demoted in a
2001 coup attempt.
Self-declared President Gen. Francois Bozize already has pardoned
more than 600 people in connection with the failed 2001 coup. Bozize,
like former military ruler Gen. Andre Kolingba, was accused of involvement
in that attempt.
Kolingba ruled Central African Republic for 12 years before losing
presidential elections to Ange-Felix Patasse in 1993.
While Patasse was democratically elected, his administration was widely
