House Republicans are considering a plan for Medicare prescription
drug coverage that would require higher-income seniors with large
drug costs to pay more than less well-off beneficiaries, according
to lawmakers and aides.
If incorporated into legislation, Republicans say the provision would
inject the concept of "means testing" into the Medicare debate, with
coverage linked to a person's income. The program historically has
provided a uniform benefit regardless of the economic status of a
beneficiary.
