Laws prohibiting female genital mutilation would not be effective
unless people practicing the tradition were first made aware of its
negative side effects, women activists and experts said here on Monday.
"Civil societies and government should work together to support an
ongoing process of social change leading to the adoption of legislation
against FGM," according to a declaration adopted by African and Arab
officials and activists at the closing session of an Afro-Arab conference
on legal means to stamp out female genital mutilation.
