Memo: DOG RULES South Portland has the following rules for those city parks that allow dogs: Dogs do nothave to be on leash, but must be beside the owner or obedient to voice commands. Dogs are allowed on Willard Beach all year, but access is restricted from May 1 to Sept. 30 when dogs are only allowed on the beach from 6 a.m. to 9 a.m. On the Greenbelt in other city parks including Hinckley.
