Dateline: MONTEGO BAY, Jamaica With their fragile economies headed for new global competition, Caribbean leaders opened their annual summit seeking common strategies to face the challenges, including a plan to unite as a single economic bloc.

The move toward a European-style open market topped the agenda of the talks, which opened Wednesday in Jamaica's north-coast resort town of Montego Bay. Heads of government from 14 of 15 members of the Caribbean Community were attending.
