With their fragile economies headed for new global competition, Caribbean
leaders opened their annual summit seeking common strategies to face
the challenges, including a plan to unite as a single economic bloc.
The move toward a European-style open market topped the agenda of
the talks, which opened Wednesday in Jamaica's north-coast resort
town of Montego Bay. Heads of government from 14 of 15 members of
the Caribbean Community were attending.
The plan to free up the flow of goods, services and skilled workers
in the region holds particular importance as Caribbean states prepare
