President George W. Bush made a lot of promises to Africa last week. Now, he has to make good on them. As he visited five African countries, Bush pledged that the United States would play a leading role in fighting AIDS, which is inflicting an almost unimaginable toll on the continent. To meet that commitment, he and his top aides said they would go all out to make sure that Congress provided all of the money for the five-year, $15 billion program he proposed this year to attack the disease there.
