MELBOURNE, AAP - It is little wonder Australia's state and territory governments have drawn the wagons into a circle over stamp duty.

Last year it earned them $11.9 billion.

In NSW alone, the Carr government collects more stamp duty from its six million constituents than the British government does from 60 million.

Stamp duty is one of the more insidious taxes.

It is imposed on a variety of items and services from rental contracts and insurance policies to adhesive stamps.
