Dateline: UNITED NATIONS Within hours of the bombing, fingers were already being pointed over security at the U.N. compound in Baghdad. The United Nations said the U.S. military has the responsibility, the Pentagon said U.N. officials rejected tight measures, and U.N. staff called for an investigation into why security was inadequate.

The blast revived calls from some officials for more U.S. troops to secure Iraq. Others said the attack strengthened the need for an international force to help U.S.-led coalition troops keep the peace.
