The Cumberland County Civic Center trustees have made a difficult decision in resolving to build a new facility rather than fix up the old, but the hardest choices await.
It's clear the existing civic center would cost too much to upgrade and modernize. That money is better spent on a new and larger facility. Trouble is, no one's quite sure how to pay for a new civic center in Portland. That's where the hard choices come in, and it may take some creativity to figure this ...
