Monitor faces major challenges to reform police department, say area groups

Sheryl Robinson, who has been appointed to monitor the Detroit Police
Department following the federal investigation of the department, will face
a number of challenges, according to a local watchdog group.

Ron Scott, spokesperson for the Coalition Against Police Brutality, said
Robinson faces an overwhelming challenge dealing with a police department
that had been operating a certain way for decades, sometimes to the
detriment of the community it is intended to serve.

"She'll have to try to work within and transform that culture," he said,
adding that she will find that many older officers who created the crises
