Ramsey County ICWA compliance policy initiated
Passed in 1978, the Indian Child Welfare Act (ICWA) was intended to provide
protection for Indian children caught up in the welfare system. However,
throughout its 23 years of existence, many counties nationwide have failed
to comply and initiate ICWA policies within their court systems. Ramsey
County was such an example.
"When we looked at ICWA compliance for our community in Ramsey County, it
was a sad state of affairs," says David Glass, Minnesota Indian Affairs
Council.
Noncompliance meant that Indian children were falling through the cracks
