Despite ongoing City Public Service (CPS) efforts to thwart increases,
higher costs associated with wholesale and retail deregulation in Texas
will affect CPS electric bills beginning Jan. 1, 2003.

The Electric Reliability Council of Texas (ERCOT), the agency that
regulates the flow of power among Texas' interconnected utilities, is
charging electric systems statewide higher administrative costs as well as
more for power transfers and for maintenance of the ERCOT grid. For
