This week represents the 10-year commemoration of the worst civil
disturbance in the history of America. Certainly, the most expensive in
terms of property damage and the most significant in terms of federal
governmental response to the urban core. In response to the Los Angeles
riots of 1992, then President Bush (I) responded with billions of dollars
in Empowerment Zone funds for urban cities nationwide. Everybody benefited,
except the one it was intended to help (more on that later). Los Angeles
raised the level of nationwide interest in the complexities of what social
scientists and social engineers called "the urban core."
