THE URBAN AGENDA: A LIFE OR DEATH QUESTION; "DO YOU HAVE HEALTH INSURANCE?"

More than one out of four New Yorkers under age 65 has no health insurance,
including 17% of children. These rates are even higher in the African
American and Latino communities. Nationally, the number of uninsured has
risen by more than 10 million in the past decade while the country
experienced unprecedented economic growth.

There was a time when unemployment was thought to be the major reason for
