New York passes hate crimes legislation

Legislation was passed in New York to intensify punishment for those who
commit hate crimes in the state. Gov. George E. Pataki and Assembly Speaker
Sheldon Silver have called the legislation "historic."

"Assaulting a man or woman because they are a member of a particular ethnic
group or religious minority or because of their sexual orientation is an
attack on all New Yorkers," said Pataki. "People who act on hate need to
know their punishment will be swift, severe and just."

A hate crime occurs when a person commits a "specified offense" such as
murder, assault, kidnapping or arson against an individual ...
