East St. Louis was the right place to revisit during Earth Day weekend. It
was the right place to recommit ourselves to environmental justice in this
new century and new millennium. It was the right place to remember the
conclusion of the report "Toxic Waste and Race," published 15 years ago
this month, which stated that the "disproportionate burden" of toxic wastes
is placed on communities of color across this nation.
The board of United Church of Christ Justice and Witness Ministries went to
East St. Louis to see for themselves what has happened in the 15 years
since our report was published. We did see one instance of change -- the
