Blacks and the Electoral College

When Vice President Al Gore conceded the Presidential Election to Texas
Governor George W. Bush, Bush became the president elect of the United
States. While Gore appears (votes are still being counted) to have won the
popular vote over Bush by over 300,000 votes, Bush won the election based
on winning the Electoral College.

The Electoral College was an election system that emerged from the
Constitutional Convention as a compromise between those who wanted the
