D.C. Schools have discretion to allow students to carry cell phones to
school

D.C. public school policy prohibits the use of cell phones and electronic
equipment in school buildings. However, some school administrators use
their discretion to apply the policy for medical, family, and sometimes,
personal reasons. In view of the recent attacks on America, however, some
think students in the District should now have the option to carry cell
phones to school.

The need for students to carry phones, proponents argue, would help
