Isabel's effects begin Wednesday night

NORFOLK, Va., Sep 17, 2003 (United Press International via COMTEX) -- The National Weather Service said the Carolinas will begin to feel the effects of Hurricane Isabel Wednesday night with tidal surges and wind.

Midday Wednesday, the Category 2 hurricane was 400 miles southeast of Cape Hatteras, maintaining the track toward North Carolina at 9 mph, forecasters said.

A hurricane warning is in effect from Cape Fear, N.C., to Chincoteague, Va.
