Isabel becomes a tropical storm

MIAMI, Sep 18, 2003 (United Press International via COMTEX) -- The National Hurricane Forecast Center in Miami announced Thursday evening Hurricane Isabel had weakened to tropical storm strength.

A tropical storm warning was posted north of Surf City, N.C., to Moriches Inlet, N.Y., including Pamlico and Albermarle sounds, as well as the tidal Potomac and Chesapeake Bay areas.

At 9 p.m. the center of the storm was located about 30 miles northwest of Emporia, Va., and was moving to the northwest at nearly 20 mph. A turn to the north-northwest was expected.
