President George Bush has an infinite capacity for roughriding and
showing the mailed fist when it is not necessary. Even the UN Secretary-
General Kofi Annan criticised him for his "preemptive" attack on Iraq.
The Secretary-General said that the Bush doctrine of preemptive war is
a threat to global peace. He called upon the world leaders to set aside
their disputes over the war and join forces to build a peaceful democracy
in the troubled nation. But the President is defiant. He has refused to
give a timetable for transfer of sovereignty to the Iraqi people. He has
shown a complete disregard to the call of the French President Jacques
