WHEN Kota Kinabalu was declared a city on Feb 2 last year, there were high expectations for improved services, cleaner environment, more public amenities and an efficient administration.
And today, as Kota Kinabalu commemorates its first anniversary as a city, the estimated 250,000 city dwellers will look back and examine if there were any positive changes over the past year.
To many, the elevation of Kota Kinabalu to a city is meaningless if there are no changes for the better.
