I STARTED my career in government service at the Land Office in Kota Baru, Kelantan. It was reputed to be, at the time, the largest land office in the country in terms of the building size, the number of staff and the volume of work.

It served not only the district of Kota Baru but was also the central land registry for the State and the office of the Adviser of Lands and Mines (now styled State Director of Lands and Mines) who determined policy on land matters and issued administrative directives.
