ACCESS to education is the window to formal learning and character formation. The first six years of school are essential in setting the tone for a lifelong process which opens a vista of new experiences, interaction with peers, and hope for a brighter future. Despite the free primary school education provided by the Government and the Jontien Declaration of education for all, some 4,000 children fail to enter Standard One annually and 20,000 drop out of school after Standard Three.
Parents who do not send their seven-year-old children to school may be fined a minimum of RM3,000 or jailed ...
