Former Congresswoman Carrie Meek and Shirley Gibson, mayor of the recently
incorporated Miami Gardens, will be among prominent guests at a public
community forum on incorporation this Saturday, Sept. 20, at 1 p.m. at
Miami-Dade College's north campus, 11300 N.W. 27th Ave., in the Joan and
William Lehman Theater.
Incorporation of new municipalities is a hot topic in Miami-Dade County.
The incorporation movement began in 1991 when Key Biscayne residents voted
to become a separate municipality and not remain part of unincorporated
Miami-Dade County.
Their reasons were basically two: Key Biscayne could control the zoning and
