Iraq's Governing Council is finalizing plans for a special tribunal that will try members of the former Iraqi regime. A draft law prepared in close consultation with the Bush administration mandates an all-Iraqi court, but human rights advocates are urging the inclusion of international jurists so that the trials are tools of justice, not tools of politics.
