The last time New Jersey created a commission to study the death penalty, in 1997, the goal was to carry out executions faster.

Gov. Christie Whitman's executive order noted that in the 15 years since capital punishment had been restored, more than two-thirds of the 46 death sentences handed up by juries had been overturned, and none of the rest had been carried out.
