The fourth State Duma has yet to convene, but that hasn't stopped
United Russia from planning wholesale changes to the ways laws get made.

The pro-Kremlin party, which won an overwhelming victory in the Dec. 7
elections, plans to split itself into five factions once parliament officially
convenes at the end of this month, an unidentified United Russia source
told Interfax on Monday.
Apparently the idea is to take advantage of parliamentary rules to
ensure the party's dominance and expedite the legislative process. With
five factions instead of one, United Russia would gain a clear majority
on the agenda-setting Duma Council.
