Illegal paramilitary groups remain "a plague upon Northern Ireland," despite nearly a decade of relative peace, an American organized-crime expert said Tuesday as he presented a plan for cracking down on the outlaws' criminal rackets.
Britain welcomed the report it commissioned two years ago from Ronald Goldstock, a former director of the New York Organized Crime Task Force.
Northern Ireland Secretary Paul Murphy said his government would "give very detailed and careful consideration" to Goldstock's recommendations but wouldn't publish them _ a move criticized by business leaders.
