Article: German foreign minister arrives in Russia's Kaliningrad region

German Foreign Minister Joschka Fischer arrived late Wednesday in Russia's Baltic Sea exclave of Kaliningrad, where he is to establish Germany's first diplomatic presence in the once-German city since it came under Soviet control after World War II.

Fischer's trip also will take him to Moscow on Thursday for meetings with his Russian counterpart, Igor Ivanov, and President Vladimir Putin.

In Kaliningrad, Fischer plans to swear in Germany's first consul-general _ Cornelius Sommer, who previously served as ambassador to Finland. The German government is still seeking a site for a consulate.
