German Foreign Minister Joschka Fischer on Thursday established his country's first diplomatic presence in the once-German city since it came under Soviet control after World War II.

Before heading to Moscow for talks with President Vladimir Putin and other Russian officials, Fischer swore in Germany's first consul-general in the Baltic Sea city _ Cornelius Sommer, who previously served as ambassador to Finland. The German government is still seeking a site for a consulate.
