State election officials learned this week that it will be at least May before they get billions of federal dollars to help them buy new voting equipment and make other election changes. The states are struggling to avoid the problems of the 2000 elections. But they face delays not only in receiving their federal money, but also in continued controversy over the security of touch-screen voting machines. NPR's Pam Fessler reports.
