Memo: PUBLIC ART MEETINGS Boston artist Shauna Gillies-Smith will discuss her plan for Boothby Square in Portland at 8:15 a.m. Wednesday, Feb. 25, in Room 209 of Portland City Hall. The city of Bangor will hold a public hearing to discuss its proposed municipal cultural plan, which includes a mechanism for funding public art, at 7 p.m. March 23 and 9 a.m. March 26 in the council chambers at City Hall.
