Reform Judaism, with its emphasis on egalitarian worship, social justice
and ethical behavior, would be the most likely theology to appeal to the
largely secular and acculturated Jews living in the former Soviet Union,
said Uri Regev, the leader of an umbrella body representing progressive
Jews.

Regev, executive director of the World Union for Progressive Judaism, said
his organization currently has a $1 million annual budget to "plant the
seeds of Progressive Judaism in the former Soviet Union."

The union encompasses both the American Reform and Reconstructionist
