Memo: THE PORTLAND WATER DISTRICT Was established by the Maine Legislature in 1908. In 1913 the Legislature created the two mile "no bodily contact" zone around the district's water intake in the lower bay of Sebago Lake. Provides water to 190,000 people in the greater Portland area. Water district towns include: Portland, South Portland, Cape Elizabeth, Scarborough, Falmouth, Cumberland, Raymond, Westbrook, Gorham, Windham ...
