Hasan Beydola is glum, angry and about to lose all hope.

Greek Cypriots voted down a U.N. reunification plan for Cyprus and, with it, hopes that all Cypriots would join the European Union. Now the nearly bankrupt textile exporter, along with other Turkish Cypriots, is waiting to hear if the EU will reward them for supporting the plan.

"I will be punished for voting 'yes' for a plan supported by the EU," the 41-year-old Beydola said Sunday. "And those who voted 'no' will be rewarded. How is this fair?"
