Details emerge of power _ and limits _ on interim Iraqi government

The new Iraqi government that takes control June 30 might have full sovereignty according to President George W. Bush. But as the date nears, the limits on that are becoming ever more clear.

The United States will still be in charge of military operations in Iraq, and in charge of Iraqi security forces. And the interim government won't be able to write new laws.

"We want them to exercise as much sovereignty as they are capable of exercising," says Secretary of State Colin Powell.

But many Iraqis object to any limits. And if the Iraqi public believes the handover isn't legitimate, anti-American sentiments ...
