THE national average occupancy rate of three- to five-star hotels fell marginally from 61 per cent in Q3 2003 to 60.2 per cent in Q4 2003 despite the 33.7 per cent increase in tourist arrivals from 2.3 million to 3.07 million, according to the Government's Leisure Property Stock Report for 2003.
