THERE has been considerable anxiety among some over the glitches encountered in the National Service programme. Doubtless, the dour assessment by some critics, including whiners, may be wildly overblown, perhaps wholly unjustified, and even irresponsibly unsubstantiated. Nevertheless, they point to the imperative, as well as the scope, for improvement.
