Russian Foreign Miniinster Sergey Lavrov on Monday urged the European Union to enforce its human rights standards in all member states, including the rights of Russian-speakers in Latvia and Estonia.

"The European Union as well as Europe as a whole cannot have persons of a second sort, non-citizens," Lavrov said at the end of the meeting with Finnish Foreign Minister Erkki Tuomioja.
