The Tax Ministry of Russia and Yukos Oil have begun talks to settle a $3.4 billion tax claim against the giant Russian oil company, a top Kremlin official said Monday, voicing confidence that Yukos had enough resources to pay the bill. ''As far as I know, Yukos has offered to cooperate with the Tax Ministry on settling the claims that have been made,'' the country's finance minister, Aleksei Kudrin, told news agencies. ''Cooperation on the possible settlement of the claims is under way.''He added, ''I think Yukos has enough funds to pay its liabilities.''
